Council of Europe (Council of Europe)

The Council of Europe has been actively involved in the Internet Governance debate since the 1990s. It is a depositary of three conventions that are relevant to the Internet (Human Rights Convention/1950, Data Protection Convention/1993 and Cybercrime Convention/2001) and has adopted numerous recommendations on Internet Governance, primarily in the area of human rights. These include recommendations on the role of ISPs and Internet intermediaries, the fight against child pornography on the Internet, digital education and the rights of Internet users.

In 2011, the Committee of Ministers adopted a Declaration on Internet Governance Principles. The Council of Europe is one of the founders of EURODIG.
