Q2/2020 - Global Cyber Alliance (GCA)
Memorandum of Understanding between GCA and ICANN, 16 June 2020
On 16 June 2020, ICANN and the Global Cyber Alliance (GCA) signed a Memorandum of Understanding (MoU)[1]. The MoU aims to strengthen the security of the Domain Name System (DNS) and to take more effective action against abuse of the DNS. In recent months, especially after the outbreak of the coronavirus crisis, attacks on and misuse of the DNS have increased considerably. The legally non-binding MoU is intended to combine the complementary capabilities of ICANN and the GCA in their respective areas in a synergetic way. The GCA is a network of corporations and law enforcement agencies created in 2015[2]. The GCA was founded by the New York State Office of the Attorney General, the Center for Cyber Security and the London Police with the aim of detecting and prosecuting illegal financial transactions on the Internet. The GSA now has more than 100 members. A key role in the GCA is played by New York attorney Cyrus Vance Jr. Chairman of the GCA Board is Scott Charney, Vice President for Security Policy at Microsoft. Charney is also a member of the Global Commission on Stability in Cyberspace (GCSC).
