Auf dem Weg zum SCO-Gipfeltreffen in Duschanbe, 16. und 17. September 2021

Am 1. Januar 2021 hat Tadschikistan die Präsidentschaft der „Shanghai Cooperation Organisation“ (SCO) von Russland übernommen. Das SCO-Gipfeltreffen ist für den 16. und 17. September 2021 in Duschanbe geplant[1]. 

UN-Resolution 75/268 zur Zusammenarbeit zwischen UNO und SCO, 25. März 2021

Die SCO versucht seit längerem ihren Status als eine von der UN anerkannte internationale Organisation zu stärken. Am 25. März 2021 verabschiedete die 75. UN-Vollversammlung auf Initiative von zwei ständigen Mitgliedern des UN-Sicherheitsrates, die auch SCO-Mitglieder sind – China und Russland – die UN-Resolution 75/268 zur Zusammenarbeit zwischen den Vereinten Nationen und der Shanghai Cooperation Organisation. Die Resolution würdigt u.a. die Bemühungen der SCO um Cybersicherheit und empfiehlt eine Erweiterung dieser Zusammenarbeit sowohl mit der UNO als auch mit ihren Spezialorganisationen[2]. 

Rede von SCO-Generalsekretär Vladimir Norow auf der Konferenz „National Data Brain“, 12. Januar 2021

Am 12. Januar 2021 hielt SCO-Generalsekretär Vladimir Norow anlässlich einer Konferenz der „Thousand Cities Strategic Algorithms“ (TCSA) zum Thema „National Data Brain: Driving Societal Stability and Economic Revitalisation“ eine Rede zur digitalen Transformation der SCO-Staaten. Er bezeichnete die Covid-19-Pandemie als eine Chance, die Digitalisierung zu beschleunigen. Vor dem diesjährigen SCO-Gipfeltreffen im September 2021 soll auf Einladung des chinesischen Präsidenten Xi Jinping ein „China-SCO-Forum zur digitalen Wirtschaft“ in Chongqing stattfinden[3]. Chongqing, das im Südwesten Chinas am Zusammenfluss von Jangtsekiang und Jialing Jiang liegt, gilt mit 35 Millionen Einwohnern als die größte Stadt der Welt.

Treffen von SCO-Generalsekretär Vladimir Norow mit der Alibaba Group, 22. März 2021

Am 22. März 2021 gab es ein Treffen zwischen SCO-Generalsekretär Vladimir Norow und dem Vize-Präsident der Alibaba Group, James Song. Norow bedankte sich für die Unterstützung von Alibaba im Kampf gegen die Covid-19-Pandemie, insbesondere durch die Vermittlung von Online-Seminaren mit SCO-Mitgliedern. James Song informierte über die von Alibaba 2017 initiierte „eWorld Trade Platform“ (eWTP) die grenzüberschreitenden e-Commerce (B2B und B2C) fördern würde und jetzt über neun sogenannte „Hubs“, u.a. in Belgien, Malaysia, Ruanda und Äthiopien verfügen würde[4].

März 2021, „The SCO Secretary-General thanked Alibaba Group for organising an online training seminar on countering the spread of the coronavirus infection with the participation of China's leading doctors of medicine and researchers, as well as webinars titled, Digital Economy and E-Commerce: Challenges and Opportunities in the SCO Region, and Digital Action for Entrepreneurs in the Age of Covid-19: Learnings from Alibaba. He also expressed gratitude to the Alibaba Group for the timely provision of humanitarian aid to the SCO member states. In turn, James Song covered the company's activities and provided detailed information about the eWTP. According to Song, the eWTP is a multi-stakeholder private initiative designed to promote public-private cooperation in order to develop e-commerce rules and to create more effective and efficient policies and business environment for cross-border e-commerce in both B2B and B2C. Song said nine eWTP hubs are available worldwide, of which five are in China with the remaining four in Belgium, Malaysia, Rwanda and Ethiopia.
