Außenministertreffen, 1. Juni 2021

  • Bei einem virtuellen Treffen der fünf Außenminister der BRICS-Staaten am 1. Juni 2021 wurde eine umfangreiche Deklaration zur Stärkung und Reform des Multilateralismus angenommen. In der Deklaration wird vor allem eine Stärkung der Rolle der Vereinten Nationen als zentrales Gremium internationaler Politik gefordert. Ein gesonderter Abschnitt zu den Themen Cybersicherheit oder Digitalwirtschaft enthält das Dokument nicht. Gefordert wird mehr Gleichberechtigung, Transparenz und eine höhere Effektivität bei Entscheidungsprozessen. In diesem Zusammenhang wird indirekt auch auf „digital governance“ und „cyber governance“ eingegangen. Gefordert wird ein größerer Einfluss von Entwicklungsländern auf Entscheidungen. “It should make instruments of global governance more inclusive, representative and participatory to facilitate greater and more meaningful participation of developing and least developed countries, especially Africa, in global decision-making processes and structures and make it better attuned to contemporary realities“.   • Am 13. und 14. April 2021 fand ein virtuelles BRICS-Expertenseminar zum Missbrauch des Internet für terroristische Zwecke statt. [2] 40 Experten aus den fünf BRICS-Ländern diskutierten zu Themen wie “Exploitation of Social Media as an Arsenal”, “Dark Web and Anonymizers”, “Emerging Technologies and Artificial Intelligence”, “Cryptocurrency and Virtual Assets: Vulnerability of Privacy and Online Stealth”, “Equipping Law Enforcement Agencies: CT Investigations” und “Digital Forensics”. Eine Abschlusserklärung wurde nicht verabschiedet.

[1] BRICS Joint Statement on Strengthening and Reforming the Multilateral System: “The Ministers agreed that the task of Strengthening and Reforming the Multilateral System encompasses, inter alia, the following: i. It should use innovative and inclusive solutions, including digital and technological tools to promote sustainable development and facilitate affordable and equitable access to global public goods for all. v. It should strengthen capacities of individual States and international organizations to better respond to new and emerging, traditional and non-traditional challenges, including those emanating from terrorism, money laundering, cyber-realm, infodemics and fake news vi.
