Q3/2018 - OSCE Conference on CBMCs

At a high-level OSCE expert conference held in Rome on 27 and 28 September 2018, the status of implementation of the 16 Confidence-Building Measures in Cyberspace (CBMC) adopted by the OSCE in 2016 was discussed. The CBMCs of the OSCE belong to the few examples that show that there are ways to counter the increasing political tension in cyberspace with détente-promoting measures, said Italy’s Deputy Minister of Foreign Affairs and International Co-operation, Guglielmo Picchi. Italy is the current OSCE Chair.
Oleg Khramov, Deputy Secretary of the Security Council of the Russian Federation, and Christopher Painter, Former Co-ordinator for Cyber Issues at the US State Department and Commissioner for the Global Commission on the Stability of Cyber Space, praised the OSCE recommendations as a valuable contribution to reducing the risk of conflict in cyberspace. The OSCE recommendations are not legally binding. Meanwhile, they have been imitated by Asia (by the heads of state and government of the ASEAN member states) as well as by Africa (African Union) and Latin America (OAS).
